I believe...MacDane? had this idea a while back:
Once the basic vehicles are implemented, you could upload you own model to replace the vehicle model, but the physics of the original vehicle would remain in the "new" one. It would just look different.
 
My idea is that you could share these models using the "Whirld" system if it is possible, or maybe make new physics for them if it is not too much trouble to implement. This would eliminate vehicle requests.

The only issue with this would be somehow filtering for content, because some of the vehicles could be "inappropriate.

They're called adding skins.
 
 Wouldn't there be physics problems if say, a land vehicle's skin has a different size and the wheels have a different distance from each other from the original model, wouldn't that alter the balance physics?

To solve both issues stated above:
 
Moderation: We have elected moderators anyways, simply put vehicle moderation in each moderator's tools section.
 
Skin mismatching: Simply confine the user to a specified amount of space, and compel them to make a part of the body connectable to the wheels at specific positions.
 
In other words:
 
Make jets ALWAYS have some form of wing sticking out a certain ways, and at a certain position.
Make jets be forced to be within a bounding box (A 3D box of specified width, height, and length)
Make jets use the standard landing gear, and always have a bit of mesh, inside a 3D, transparent box, which represents where the landing gear is attached.
 
Make buggies always be within a specified bounding box (Explained in the second jet entry)
Make buggies always have some mesh in the positions where the wheel rods connect
Make buggies use the standard wheels
 
Make tanks be within a certain bounding box (Explained above)
Make tanks use the standard treds
Make tanks have mesh in all six places where the wheels attach.
 
 
If you can do those two things, then you can guarantee  that ALL entries will not be inappropriate, and will be capable of properly supporting the physics of their vehicle type. Theoretically, you can also require that vehicles also be made of only one hull piece, but, that would be no fun. Having a tank with no body would be great. And, theoretically, the tanks would all be programmed to have invisible colliders in the center, for ramming. If the body is larger than this collider, then the body it's self would serve as the collider. If not, then, that collider would serve as a backup for those who need to shoot/ram the vehicle at hand.
 
All in all, I like this idea.

I personally think that variety is what makes Mars what it is today. If I wanted to create a vehicle that didn't even resemble any of the current vehicles, what would I do (such as a crawler)?
